n April 2026, PLA Daily reported that the Material and Energy Bureau of the Central Military Commission (CMC) Logistics Support Department (中央军委后勤保障部军需能源局) has formally compiled and distributed the Military Dietary Nutrition and Standardized Production Guidance Series (军队膳食营养与标准化制作指导丛书). Distributed across all People’s Liberation Army (PLA) theaters, services, and arms, this multivolume guidance represents a sweeping institutional effort to digitize, industrialize, and scientifically standardize tactical sustenance down to the grassroots level. Rather than treating field feeding as a localized administrative task, the new regulations introduce quantifiable “Field Support Recommendation Indexes” and mandate a transition toward data-driven, phase-specific dietary planning.

This report outlines People’s Liberation Army Navy (PLAN) recruiting processes within the overarching context of China’s military personnel accession systems. Within China, most recruitment, mobilization, and service assignment of military personnel is managed through a centralized national military service system, with individual services retaining some recruitment authorities for officers, sergeants, and civilians. It is not possible to effectively discuss Navy recruitment without understanding this overarching system.

China is furious about the United States’ recently announced $11 billion arms deal with Taiwan, and for good reason. Beyond simply comprising a significant assortment of military equipment, the package supports Taiwan’s developing asymmetric-warfare concept and effectively transforms Taiwan’s strike capabilities. Just as the rise of rocket artillery in Europe a few years ago challenged the assumed speed at which Russia could seize the Baltic states, the rocket and missile capabilities outlined in the new arms package fundamentally alter the calculus of a potential Chinese invasion across the Taiwan Strait. Specifically, the emerging capabilities, nested within an asymmetric-warfare concept, provide Taiwan the ability to increase survivability through dispersion, strike targets in China, and concentrate fires to frustrate nearly every step of an amphibious operation.

The US Army War College (USAWC) Strategic Studies Institute’s (SSI) held its annual Carlisle Conference on the PLA on March 25 and 26, 2026, in the Army Heritage and Education Center at Carlisle Barracks, Pennsylvania. The China Landpower Studies Center (CLSC) successfully hosted the event for the second time, bringing together more than 100 war fighters, policymakers, and China-focused experts to analyze and debate the PRC’s capabilities to react to regional and strategic-level crises. Participants from the US Department of War and Intelligence Community joined professionals from academia, think tanks, private industry, and other US government organizations to listen and respond to a series of expert panels and discuss panelist findings and other topics of interest in impactful breakout discussions.

The US Army War College’s 2024 Carlisle Conference on the People’s Liberation Army was held on October 16 and 17 at Carlisle Barracks, Pennsylvania. The conference brought together experts to discuss the People’s Republic of China’s understanding of and capability to carry out a protracted war in the Indo-Pacific, with this volume comprising papers authored by panelists.

The US Army War College’s 2023 Conference on the People’s Liberation Army (PLA) was held February 22 to 24, 2023, at Carlisle Barracks, Pennsylvania. The conference, entitled “Decisive Decade: PRC Global Strategy and the PLA as Pacing Challenge,” featured presentations on PRC global and regional strategy, and the PLA’s enabling role by experts from a wide range of academic, media, and government agencies and organizations.
