Enterprise Leadership Course (ELC)

Eligibility

  • Army Civilians in permanent appointments in grades GS–14 through GS–15 (or equivalent).
  • Army Non-appropriated Fund (NAF), Wage Grade (WG), Local National (LN).

Prerequisite

Funding

  • Most permanent Army civilians (to include appropriated funds [AF]), non-appropriated funds [NAF], local nationals, and wage grade) are centrally funded for CES training.
  • Military members, term and temporary Army civilians and non-Army employees are funded through their organizations.

Forge the future of leadership. The Enterprise Leadership Course is a graduate-level program designed to transform senior-level civilians into the strategic, agile, and innovative leaders the Army needs. You will gain the critical skills to navigate complex global challenges, drive change, and lead with an enterprise-wide perspective, preparing you to excel in the most demanding environments and shape the future of national defense.
Our campus and online students learn:

  • Self-Awareness and Leadership: Students analyze techniques to become more self-aware leaders, including understanding conflict management, emotional intelligence, team dynamics, and methods of influence. They also learn to apply developmental feedback through coaching and mentoring.
  • Strategic and Critical Thinking: The course focuses on applying critical and creative thinking to solve problems. Students learn about systems thinking, strategic thinking, and Army Design Methodology (ADM) to address ill-structured challenges.
  • Understanding the Army Enterprise: Students gain a comprehensive understanding of the Army's structure, mission, and its role in national defense strategies. This includes learning about the Army's command structure, capability development, the budget process (PPBE), and how the Army integrates with Joint systems.
  • Leading Change and People: The curriculum covers strategies for leading strategic change within organizations, building trust, fostering teamwork, and developing coalitions. It also emphasizes the importance of creating a data-driven organizational culture for effective decision-making.

Technology Requirements

  • Students must have access to a location with high-speed internet access without VPN for the virtual portions of the course. (Some collaborative tools in Blackboard do not function when connected to VPN).
  • Computer device with audio/microphone capabilities.
  • Webcam is recommended but not required.
  • This may require students to have access to a commercial internet capability and personal computer/equipment if Government NIPR network and/or Government provided computer/equipment does not support full participation in the synchronous course activities.

Additional Information

  • Effective October 1, 2025: All new GS 14-15 supervisors — including current supervisors who are still in their probationary supervisory status — will be flagged for automatic enrollment into the Enterprise Leadership Course. Once flagged, supervisors will have two years to enroll in and complete the course in their preferred modality and time. If the course is not completed in the first two years, the supervisor will be automatically enrolled into a course in the third year.
  • Army Civilians must have a current performance rating of successful or above and be in good conduct standing.
  • Most permanent Army civilians (to include appropriated funds (AF), non-appropriated funds (NAF), local nationals, and wage grade) are centrally funded for CES training.
  • Military members, term, and temporary Army civilians and non-Army employees are funded through their organizations.
